Google Ads for CBD brands

Short answer

Google allows CBD ads in one narrow case. Its policy covers ads for topical, hemp-derived CBD products with 0.3% THC or less, such as creams, roll-ons and bath bombs, and only for advertisers who are certified and who target California, Colorado or Puerto Rico. Retailers apply to LegitScript first, then submit Google's CBD Ads Certification form. Gummies, tinctures and vapes sit outside that allowance.

CBD cost benchmarks vary

No public benchmark we could read at the source reports Google Ads costs for CBD, and the category is too restricted for general retail figures to mean much. With location targeting limited to California, Colorado and Puerto Rico, click prices depend on how many certified sellers bid in those places at the time. Use your own data from the first month, and set the budget from the CAC you can afford.

What decides whether CBD ads can run

  • Product form. Google's allowance covers topical, hemp-derived CBD with 0.3% THC or less.[1] A brand whose range is mostly gummies has a small eligible catalog.
  • Certification. Retailers need LegitScript certification and Google's CBD Ads Certification before ads can serve.
  • Location. Targeting is limited to California, Colorado and Puerto Rico, which caps the reachable audience.
  • Ad format. Google says some formats carry extra restrictions for CBD, so check each campaign type before building it.
  • Claims. Pain, anxiety or sleep promises pull a product into healthcare rules, separate from the CBD question.

Break-even CAC for a sample topical CBD brand

A made-up brand sells a certified hemp muscle balm and a roll-on. Its average order is $65 at a 70% gross margin, and it can only reach shoppers in the three permitted locations.

Illustration, not a quote

$65 average order, 70% gross margin

Break-even ROAS: 1 / 70%1.43x
Highest CAC on the first order: $65 x 70%$45.50

With no benchmark to test against, the brand starts from its ceiling: each first order can cost up to the CAC above and still break even. Run the first weeks on a small budget, then compare real cost per sale with that ceiling before scaling.

Run your own margin through the ROAS calculator.

Everything here assumes LegitScript and Google certification are in place and that every campaign targets only California, Colorado or Puerto Rico.

Product page and title tips for CBD

If Google confirms your products can be listed, Merchant Center titles allow 150 characters, with the first 70 or so shown.[3] The same wording also works for your Search landing pages.

  • Name the form first (balm, cream, roll-on, bath bomb), since topical form is what the policy turns on.
  • Give the CBD amount in milligrams, and the size.
  • State hemp-derived and the THC content, and link the certificate of analysis from the product page.
  • Describe use and feel (cooling, warming, unscented) and leave out pain, anxiety and sleep claims.
  • Keep ingestible and topical products in separate collections so ads never point at a page selling gummies.

CBD seasons and budgets

Topical CBD demand is fairly flat. Bath bombs, candles and gift sets lift in November and December, and workout-recovery products tend to rise in January. With a small eligible audience, most budget changes will come from testing products and copy rather than from the calendar.

For a short holiday sale of 1 to 7 days, a seasonality adjustment tells Smart Bidding to expect a higher conversion rate.[6]

Google's CBD policy, plainly

Google's recreational drugs policy allows ads for topical, hemp-derived CBD products with 0.3% THC or less, and gives creams, sprays, roll-ons, lotions, bath bombs and candles as examples. Advertisers may target only California, Colorado and Puerto Rico. A retailer in one of those places applies for LegitScript certification, then submits Google's CBD Ads Certification form; FDA-approved CBD pharmaceuticals apply to Google directly. Google also says some ad formats carry extra restrictions for CBD.[1]

Claims are a second test. Google's Shopping healthcare rules restrict products marketed as effective against a disease without government approval.[2] Merchant Center's policy pages we read don't mention CBD, so confirm Shopping eligibility with Google before you list products in a feed.

While certification is pending, or for products outside the allowance, sales have to come from elsewhere: email and SMS to existing customers, SEO for your own product pages, wholesale and retail partners, and any ad platforms whose rules allow your products.

Common questions

Can you advertise CBD on Google Ads?

Some CBD, with conditions. Google allows ads for topical, hemp-derived CBD with 0.3% THC or less. The advertiser must be certified and may target only California, Colorado and Puerto Rico. FDA-approved CBD pharmaceuticals have their own certification route.

Can I advertise CBD gummies or oil on Google?

Google's allowance names topical products, with creams, sprays, roll-ons, lotions, bath bombs and candles as examples. Ingestible products such as gummies, tinctures and capsules, and inhaled products such as vapes, are outside it.

How do I get certified to run CBD ads?

If you're a retailer in a permitted location, apply for certification with LegitScript first. Once certified, complete and submit Google's CBD Ads Certification form, with all the information it asks for so the review isn't delayed.

Can CBD products run in Google Shopping?

The Merchant Center policy pages we read don't address CBD directly, so don't assume Shopping eligibility follows from Search certification. Confirm with Google support before you submit CBD products to your feed, and keep them out of feeds that target other locations.

Will RunAds run Google Ads for a CBD brand?

For certified topical products in the permitted locations, yes. RunAds is an AI agent that builds the campaigns, writes claim-safe copy and checks the account daily, and you approve every launch. It can't get an uncertified account or an ingestible product approved, and nobody can promise Google will approve an ad.
